Doctor in Law (Ph D) from the University of Valencia, Master in Comparative Law from the University of Berkely. Diploma of the Institut des Hautes Études Internationales, University of Paris. Diploma of The Hague Academy of International Law.
He has acted as international expert in several missions for the FAO (Dominican Republic, South Africa, Uruguay and Brazil) and for the European Union (Bolivia). He has been a national expert in the Legal Service of the Commission of the European Union.
He is a member of the list of arbitrators in environmental matters of the Permanent Court of Arbitration of The Hague (since March 1, 2002). Member of the group of experts that elaborated the 2006 Mediterranean Protocol on Integrated Coastal Zone Management. Member of the Compliance Committee of the Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean and its Protocols. He is the representative in Spain of the Centre International de Droit Comparé de l’environnement (CIDCE).
Legal advisor to the Ministry of the Environment and the Ministry of Foreign Affairs on international environmental law. In this capacity he has been a Member of the Spanish delegation on the negotiation of various international conventions and on the Meetings of the Parties of global and regional environmental conventions. He has participated at the negotiations of the Global Pact for the Environment (UNEP, Nairobi 2018) and the last rounds of the BBNJ Agreement (UN, New York, 2021-2023).
