Sustainable Marine Governancein the MediterraneanEnvironmental Governance and Sustainability

This week-long online Training School designed and developed by UNEP/MAP – MEPIELAN Centre and organized in cooperation with the EPLO, provides unique integrated platform for knowledge exchange, discussion and capacity building in the field of sustainable environmental governance within the framework of the Barcelona Convention system and its evolving inter-linkages with relevant international treaty regimes and processes, focusing on the unique challenges and opportunities in the Mediterranean region.

The Training School will be held from 7 to 12 October 2024 (the working language will be English)

The Mediterranean Action Plan of the United Nations Environment Programme (UNEP/MAP) is a regional cooperation platform established in 1975 as the first regional action plan under the UNEP Regional Seas Programme. The Mediterranean Action Plan of the United Nations Environment Programme (UNEP/MAP) is a regional cooperation platform established in 1975 as the first regional action plan under the UNEP Regional Seas Programme. The Regional Seas Programme launched in 1974 to coordinate activities aimed at the protection of the marine environment through a regional approach. UNEP/MAP became a model for other UNEP-administered Regional Seas Action Plans around the world, and was instrumental in the negotiation and adoption of the Convention for the Protection of the Marine Environment and Coastal Region of the Mediterranean (Barcelona Convention) and its seven Protocols by the Contracting Parties: 21 Mediterranean countries and the European Union. The Barcelona Convention was adopted on 16 February 1976 in Barcelona and entered into force in 1978; it was amended in 1995 and renamed as the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean. The UNEP/MAP–Barcelona Convention system is the comprehensive institutional, legal and implementation framework that the Contracting Parties have adopted for concerted action to fulfill the vision of a healthy Mediterranean Sea and Coast that underpin sustainable development in the region. Over the last four decades, the UNEP/MAP—Barcelona Convention system has responded to evolving environmental challenges and bolstered a growing body of knowledge on marine and coastal ecosystems and of interactions between development and environment in the Mediterranean region.

The MEPIELAN Centre (Mediterranean Programme for International Environmental Law and Negotiation) is an international academic Centre for interdisciplinary research, education and training, based in Athens, cultivating and promoting forward-thinking in environmental law, policy and negotiation. Founded in 2002, it advances international academic synergies and interdisciplinary thinking in the search for interconnections of contemporary issues in the environmental governance process, sustainable development and public trust approaches through research projects, training schools and seminars, university educational programmes, publications and distinctive international activities with international organisations and institutions. MEPIELAN is an accredited UNEP/MAP Partner since 2013, and has been elected as a non-Contracting Party member of the Mediterranean Commission for Sustainable Development (MCSD) (2015 to 2021) and as a Member of the MCSD Steering Committee (2019 -2021). Its publications include the MEPIELAN E-BULLETIN, a digital academic newsletter since 2010 (https://ebulletin.mepielan.gr), the MEPIELAN Studies in International Environmental Law and Negotiation series, while its latest research study “Foundation Discussion Document for the Mediterranean Accession Agenda to the Aarhus Convention” (2022), which implements the Mediterranean Strategy for Sustainable Development 2016-2025, has been agreed to be published by the Edward Elgar Publishers.

The EPLO (EUROPEAN PUBLIC LAW ORGANIZATION) is an international organization dedicated to the creation and dissemination of knowledge in the area of Public Law lato sensu and Governance, and the promotion of European and International values for a better generation of lawyers and democratic institutions worldwide. One of the main pillars of the EPLO activities is Education and for that purpose it has established the European Law and Governance School (www.elgs.eu) which is dedicated to imparting knowledge in European Law and Governance, thus preparing today's youth to better serve their nations with an exceptional understanding of Europe and its institutions. The EPLO is granted with the Observer Status at the General Assembly of the United Nations, at the World Intellectual Property Organization, the International Labor Organization, the International Organization for Migration, the Espoo Convention and SEA Protocol - UNECE and the status of Associate Observer by the Community of Portuguese-speaking countries (CPLP).

The course aims to…

Develop

a broad and comprehensive knowledge of the interdisciplinary methodology, understanding of the processes and innovative approaches to sustainable governance within the UNEP/MAP Barcelona Convention system

Explore

the creative inter-linkages of environmental law and environmental governance with political science, ecology, technology, biological science, climate science, economics and social sciences

Use an interactive approach

to learning through a user-friendly educational platform promoted by the MEPIELAN Centre, promoting active learning methodologies and supporting interactive features to engage participants in the discussion of the topics at hand
